Donald Trump doesn’t always speak fondly of Canada’s prime minister, but he’s an avowed admirer of Canada’s immigration system — and he is reportedly set to review a proposed plan that functions in similar ways. His son-in-law and adviser, Jared Kushner, is expected to present a new immigration reform proposal to the president this week, with a key tenet that it would include a “merit-based” model. The Canadian government doesn’t officially use the term “merit-based,” describing its system, implemented in 1967, as “points-based” or one that considers “skilled workers.”

But even as immigration officials celebrate the elimination of this backlog, another even larger inventory of refugee claims looms. Departmental plans for the 2019-20 fiscal year published just last week show the board has been “experiencing significant pressure as intake continues to substantially exceed funded capacity.”

The 2019 budget includes a planned change to the Ontario Immigrant Nominee Program that will create a “dedicated stream to help Ontario’s technology sector attract highly skilled employees. The province cited a report from the Information and Communications Technology Council, which says Canada will be short nearly 220,000 skilled workers by 2021. But in the wake of layoffs at the smart-eyewear startup North, questions remain as to whether there is such a dearth of local employees that more need to be brought in from elsewhere.

Global News – Smuggler’s Inn Owner Forced to Put Up Sign Warning Against Entering Canada
The sign is one of 16 bail conditions set for Robert Boulé, who owns the Smuggler’s Inn on the U.S. state side of Zero Avenue in Blaine, Wash. Boulé is facing 21 charges under the Immigration Act for allegedly helping at least seven people enter Canada between May 2018 and March 2019. The charges were laid earlier this month. It also says the owner of the property is “bound by a court order” to report the identity of anyone trying to enter Canada to authorities.
