As world leaders debate the fine print of a global deal on refugees at the United Nations, a group of Canadian researchers is already laying the groundwork for one of the most ambitious initiatives to explore local solutions to the escalating crisis. The team, led by Carleton University professor James Milner, has worked quietly behind the scenes since 2015 to build a network of partners in Jordan, Kenya, Lebanon and Tanzania, seeking ways to help these host communities cope with the influx of migrants.
Abdikheir Ahmed, director of the Immigration Partnership Winnipeg at the Social Planning Council, says the new Winnipeg city council is the most diverse he has seen since moving here 15 years ago. “A lot of people who have never aspired to be in political offices all of a sudden see role models for themselves in people who have been elected, and actually think about themselves running,” he said.

On Dec. 18, new impaired driving penalties will take effect, raising the maximum penalties for most of these offences from five years to 10. It means they will fall under the definition of serious crimes for immigration determination purposes. The Immigration Department quietly posted a statement on its website this earlier this week advising permanent and temporary of the upcoming penalty changes, noting they could be particularly affected. People who work with immigrants and refugees warn the change will create barriers for newcomers.
