Canada’s border agency is set to announce changes aimed at releasing more refugee claimants and other foreign nationals safely into the community while their immigration status is being resolved. An expanded framework for alternatives to detention will provide “risk-based, nationally consistent programming” for individuals deemed suitable for release, according to the Canada Border Services Agency (CBSA). Agreements with third-party service providers, including the John Howard Society, have been signed to track people released to the community with conditions. A new report is urging the Ontario government to better support francophones in the province as statistics indicate the demographic is shrinking at an alarming rate. French Language Services Commissioner Francois Boileau said if nothing is done to address the issue, Ontario’s francophone demographic may decrease to the point where it becomes insignificant, and public services for the population are hard to come by.

Canadian Prime Minister Justin Trudeau on Wednesday appointed a minister responsible for border-crossing asylum seekers, tens of thousands of whom have walked across the border since early 2017, as his government comes under fire for not taking the issue seriously. As part of a larger cabinet shuffle, Trudeau appointed member of parliament Bill Blair Minister of Border Security and Organized Crime Reduction and “minister responsible for irregular migration.”

The Vancouver Police Department released a new policy Tuesday to help undocumented immigrants feel safe about reporting crimes — but some advocates have raised concerns about the proposal. The “access without fear” policy directs officers to not ask for information about the immigration status of a witness, complainant or victim, unless there is a legitimate reason to do so. The policy aims to reassure people with uncertain or no immigration status that they can access police services without fear they may be reported and ultimately detained, or deported.
