Illegal immigrants are not entitled to compensation from public funds for a motor vehicle accident, says Ontario’s court of appeal, which has rejected a hard-fought claim from a Brazilian man hurt in a hit-and-run when walking across a Toronto street. Jarley Silva was run down in 2011 while he was walking across Bloor Street West. The driver was never identified. […] “(The judge) recognized that de facto physical presence in Ontario, even if continuous, does not automatically establish ordinary residency in Ontario for the purpose of access to the Fund. The appellant was present in Ontario illegally, was subject to deportation on discovery and had already been deported once,” Justice Eleanore Cronk wrote on behalf of the appeals panel.

On Sept. 7 the provincial government announced that it will be providing funding to a number of projects in Ottawa, 28 of which are based at the University of Ottawa. Among the newly funded projects is the University of Ottawa Refugee Assistance Project (UORAP), led by Jennifer Bond, associate professor from the U of O’s Faculty of Law. […] The UORAP’s work focuses on training refugee support staff—social workers, housing specialists, women’s counsellors, and faith-based groups—on how best to prepare their clients for legal proceedings.

As Alberta sank deeper into recession over the past year, almost 3,000 more people left for other provinces than arrived from them — and women accounted for almost all of the losses, the latest figures from Statistics Canada suggest.
