CBC News — New immigration plan aims to stabilize population growth, housing market: minister

The federal government’s new immigration levels plan will stabilize population growth and relieve pressure on the housing market, Immigration Minister Marc Miller said Thursday. As CBC News reported Wednesday, the government is cutting the projected number of new permanent residents from 485,000 this year to 395,000 in 2025, with further cuts to 380,000 in 2026 and 365,000 in 2027. Under the previous plan released last November, Canada was expected to admit about 500,000 in both 2025 and 2026.

Government of Canada — Notice – Supplementary Information for the 2025-2027 Immigration Levels Plan

Immigration, Refugees and Citizenship Canada (IRCC) is pleased to release details on the 2025-2027 Immigration Levels Plan (Levels Plan). The Levels Plan includes permanent resident targets and ranges under immigration categories of Economic, Family, Refugees and Protected Persons, and Humanitarian & Compassionate and Other. The 2025-2027 Levels Plan also includes, for the first time, temporary resident targets for international students and temporary foreign workers, constituting a new holistic approach to managed migration. Temporary and permanent residents play a key role in supporting economic growth, addressing labour market shortages, and contributing to the diversity of communities across Canada, including Francophone minority communities outside of Quebec.

Financial Post — Size of Ottawa’s cuts to immigration targets takes business by surprise

Businesses and economists were taken by surprise when Justin Trudeau’s government significantly reduced Canada’s annual immigration targets on Thursday. A reduction was on the cards, but not many expected a reduction of about 21 per cent to 395,000 newcomers in 2025 and 380,000 in 2026. The target for 2024 was about 485,000. The targets have generally been maintained or increased for more than a decade, but the federal government decided to go against the trend due to declining job vacancies, rising unemployment — especially among newcomers and younger people — and growing concerns about affordability.

Global News — Canada slashing immigration targets, eyes ‘pause’ on population growth

Canada will reduce the number of new permanent residents to the country by 21 per cent by next year, Prime Minister Justin Trudeau and Immigration Minister Marc Miller announced on Thursday. It’s part of a major series of changes to immigration targets that Trudeau says aims to freeze population growth. “We’re announcing that we will reduce the number of immigrants we bring in over the next three years, which will result in a pause in the population growth over the next two years,” Trudeau told reporters Thursday. “We didn’t get the balance quite right.”

Government of Canada — Government of Canada reduces immigration

The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced the 2025–2027 Immigration Levels Plan: a plan that will pause population growth in the short term to achieve well-managed, sustainable growth in the long term. For the first time ever, the levels plan includes controlled targets for temporary residents, specifically international students and foreign workers, as well as for permanent residents. Immigration is essential to our country’s economic success and growth. As Canada reopened following the pandemic, the needs of businesses were greater than the supply of workers available to support their recovery. We took decisive measures to attract some of the world’s best and brightest to study and work in Canada, and to integrate them into the economy quickly. This meant a faster economic recovery. It also meant that robust immigration helped prevent a recession, while contributing to Canada’s workforce.

Financial Post — Canada set to make drastic reductions in annual immigration targets

Canada will take the rare step of reducing its annual immigration targets on Thursday, according to a government source. The federal government is expected to decrease the number of permanent residents to around 395,000 in 2025, 380,000 in 2026 and 365,000 in 2027, from 485,000 this year. Prime Minister Justin Trudeau is expected to make the announcement on Thursday morning. In late September, Immigration Minister Marc Miller said he was exploring the rare option of reducing the number of permanent residents allowed in each year while preparing the Immigration Levels Plan, which is usually announced by Nov. 1.
