La Presse – Les maires canadiens réfléchissent à une stratégie pour l’accueil des réfugiés
Les maires des grandes villes canadiennes discutent de la mise en place d’une stratégie coordonnée pour gérer la crise des réfugiés syriens. Le maire de Vancouver Gregor Robertson, qui est président du Caucus des maires des grandes villes, a affirmé que le groupe s’était entretenu sur cet enjeu, vendredi, par téléconférence. Le maire de Montréal Denis Coderre et ses homologues de Toronto, John Tory et de Calgary, Naheed Nenshi, font également partie du caucus de 21 membres. M. Robertson a précisé que les magistrats avaient comparé ce qu’ils avaient effectué dans leurs villes respectives jusqu’à maintenant et ils ont échangé sur les moyens d’arrimer leurs stratégies.
La Presse – Réfugiés le Canada doit aider les premiers pays hôtes
La nouvelle approche à adopter pour le Canada dans sa réponse à la crise des réfugiés qui sévit en Europe et au Moyen-Orient pourrait être d’envoyer des équipes de fonctionnaires et du personnel de sécurité dans les deux pays qui accueillent le plus de réfugiés syriens, la Jordanie et le Liban. Les responsables gouvernementaux ne discutent pas publiquement des sujets au coeur des interminables réunions qui se sont déroulées cette semaine, mais l’appui direct aux deux principaux pays hôtes est probablement dans la ligne de mire. La situation est particulièrement catastrophique au Liban, un pays avec lequel le Canada a des liens forts, car il accueille une diaspora libanaise nombreuse.
CBC – Woman Fighting Ban on Face-Covering at Citizenship Ceremonies Gets Support from Ontario
The Ontario government is standing alongside a Mississauga, Ont., woman who is challenging the federal government’s ban on face-coverings at citizenship ceremonies. It has filed its position, called a factum, with the Federal Court of Appeal in advance of a hearing scheduled to begin next week in Ottawa. The province argues that requiring a Muslim woman to remove her niqab during the public oath-taking ceremony “with the result that if she does not she cannot become a Canadian citizen, fails to respect and accommodate the diversity of religious beliefs and socio-cultural backgrounds of Canadians.” The factum goes on to say the government’s policy “tells Muslim women that if they wear the niqab, they are not welcome to join the Canadian community.” The province is also of the view that “visual inspection of a person’s face does not prove that the person has actually spoken the words of the oath or affirmation. The proof is already provided by the existing requirement that citizenship candidates sign a certificate certifying they have taken the oath or affirmation.”
CBC – Canada’s Refugee Acceptance Falls Far Short of Stephen Harper’s Claims
The Harper government has long portrayed Canada as the country most open to refugees, relative to the size of the country’s population. As the election campaign focus turned to the Syrian refugee crisis, this has become a Conservative Party talking point since last week. Stephen Harper made the point himself at least twice on Wednesday. Answering journalists’ questions in Welland, Ont., he referred to Canada as “the largest per capita refugee receiver in the world.” […] The UN refugee agency, UNHCR, says Lebanon, not Canada, has the most refugees per capita, about one refugee for every four inhabitants. At the end of 2014, Lebanon hosted 1.15 million refugees, mostly Syrians and Palestinians. The UN agency says 403,600 Syrian refugees newly registered in Lebanon in 2014, “stretching the country’s socio-economic absorption capacity to its limit.” […] The UNHCR ranks Canada not first, but tied for 41st place in refugees per capita.
Ottawa Citizen – Don’t Overstate Risk of Terrorism Among Refugees, Experts Say
The risk that some Islamist terrorists could infiltrate Canada posing as Syrian refugees is a valid concern but shouldn’t be overblown, say national security specialists. […] “When we are dealing with people that are from, in many cases, a terrorist war zone, we are going to make sure that we screen people appropriately and the security of this country is fully protected,” Harper said at a campaign stop in Welland, Ont. […] But the government should not be presenting refugee resettlement here as an either/or option with anti-terrorism efforts, says Scott Watson, an associate professor of international relations at the University of Victoria. “I think it’s possible to do a large-scale operation of assisting refugees that (also) has a thorough screening component for security reasons, if there was enough political will to do so. I think both can be done,” he said.
L’Acadie Nouvelle – L’immigration passe aussi par les municipalités
L’avenir de l’immigration au Nouveau-Brunswick passe par les villes et les villages, affirment les représentants de cinq municipalités de la province. Les efforts des petites et grandes municipalités du Nouveau-Brunswick sont au coeur du soutien à l’immigration dans la province et au pays, selon Teresa James, Yvon Lapierre, Cyrille Simard, George LeBlanc et Eric Megarity. La mairesse de Blacks Harbour, les maires de Dieppe, d’Edmundston et de Moncton et le maire adjoint de Fredericton ont participé à une table ronde sur le rôle des municipalités pour attirer des immigrants, mercredi, dans la capitale provinciale. Les cinq élus ont tous signalé le désir de leur communauté d’accueillir davantage de nouveaux arrivants afin notamment de répondre aux besoins en main-d’oeuvre de leurs entreprises et de renverser le déclin démographique du Nouveau-Brunswick.
