Premier François Legault said Wednesday that Ottawa should make the relocation of asylum seekers within Canada obligatory and not voluntary as the federal government has suggested. The premier said it is not logical for Quebec to receive 45 per cent of the asylum seekers coming to Canada when its population is just 22 per cent of the national total. A day earlier, Legault called upon Ottawa to follow the lead of France and establish “waiting zones” for asylum seekers. The federal government, however, believes the process can be carried out on a voluntary basis. If the distribution were equitable and the federal program operating at full capacity, Quebec would receive 47,000 fewer asylum seekers, which would bring the province’s total more in line with the proportion of Canada’s population that live in Quebec.

En visite officielle à Paris, où il rencontrera jeudi le nouveau premier ministre Michel Barnier, François Legault a précisé que le programme de répartition des migrants dans les autres provinces canadiennes qu’il souhaite de tous ses voeux devrait être « obligatoire ». La veille, il avait invité le gouvernement fédéral à s’inspirer des « zones d’attentes » qui existent en France et qui permettent de retenir un demandeur d’asile pendant une période maximum de 20 jours. Mercredi, il a précisé que ce programme devrait non seulement être obligatoire, mais aussi s’appliquer aux demandeurs d’asile déjà au pays, et pas seulement aux nouveaux arrivants.

Selon de récentes données de Statistique Canada, l’immigration connaît une baisse en Saskatchewan. Certains résidents quittent pour s’installer dans une autre province, le plus souvent en Alberta. Le gestionnaire du Réseau en immigration francophone de la Saskatchewan (RIF-SK), Ferdinand Bararuzunza, estime que ce phénomène se fait aussi ressentir dans la communauté fransaskoise. Il indique toutefois que ce sont majoritairement des étudiants de niveau universitaire qui quittent. Souvent, à défaut de pouvoir étudier en français dans un programme de leur choix, ils plient bagage pour s’installer ailleurs au Canada.

Le premier ministre François Legault s’impatiente face à Ottawa dans le dossier des 160 000 demandeurs d’asile qui se trouvent au Québec, un nombre qu’il aimerait voir diminuer de moitié d’ici l’été prochain. De passage en France pour une mission diplomatique, M. Legault a déclaré pour la première fois, à la fin d’une mêlée de presse avec des journalistes québécois, que ces transferts de migrants vers d’autres provinces canadiennes devraient selon lui être obligatoires. Or, le consentement requis des migrants et des provinces constitue un obstacle aux transferts souhaités par Québec, selon M. Legault.

Legault told reporters during a news conference in Paris on Tuesday that Canada should take inspiration from the European country. Waiting zones in Canada, he added, could be located close to airports or elsewhere on the territory. The premier has for months been calling on the federal government to redistribute would-be refugees across Canada. He says Quebec is home to 45 per cent of asylum seekers in the country, despite accounting for just 22 per cent of the population.
Global News – ‘Exacerbate labour shortages’: Ontario public college grads no longer guaranteed work visas
The group representing public colleges in Ontario says a further tightening of work permits for international students “jeopardizes” the province’s ability to meet “pressing labour market needs” as colleges come to terms with significantly reduced complements of foreign students. Marketa Evans, the president and CEO of Colleges Ontario, wrote an open letter to the federal government Tuesday, urging Ottawa to reconsider its work permit cap and suggesting the new rules will hurt the province’s economy. In mid-September, Minister of Immigration, Refugees and Citizenship Marc Miller announced a further reduction in the number of international students and a move to “better align” graduate study permits with “labour market needs.”
