A group of immigrants from India pile out of a taxi minivan beside the Clinton County, New York, government building in this small upstate city half an hour from the Canadian border. They are quickly swarmed by a half a dozen fellow Indian immigrants who’ve waited hours for this business opportunity. This fleet of jitney taxis offering migrants rides south to New York City is one clear example of the informal economy that’s sprung up following a significant increase in unauthorized crossings across the usually sleepy northern border over the last year and a half.

L’homme arrêté la semaine dernière à Ormstown, en Montérégie, pour avoir présumément tenté d’entrer illégalement aux États-Unis en vue d’y commettre une fusillade de masse est arrivé au Canada avec un visa d’étudiant, a confirmé mardi le ministre fédéral de l’Immigration, Marc Miller. Muhammad Shahzeb Khan, 20 ans, fait l’objet d’accusations de terrorisme au Canada et aux États-Unis. Le ministre Miller a précisé que M. Khan, un ressortissant pakistanais, avait obtenu un visa d’étudiant en mai 2023 et était arrivé au Canada en juin de la même année.

Mais pendant ce temps, sans annonce et sans conférence de presse, Québec a déjà adopté la ligne dure, a constaté La Presse. « C’est l’hécatombe chez les étudiants étrangers », affirme Maxime Lapointe, avocat spécialisé en immigration à Québec.

Depuis quelques mois, le ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) multiplie les intentions de refus pour les demandes de nouveaux CAQ, un document préalable à la délivrance du permis d’études par Ottawa. « [Le MIFI] va jusqu’à dire à des étudiants : “On a l’intention de rejeter votre dossier parce que vous avez eu de mauvaises notes. Démontrez-moi pourquoi vous allez avoir de meilleures notes” », cite Me Lapointe.
