City News — Immigration plan slashes student visas, prioritizes economic newcomers

Canada’s 2026-2028 immigration levels plan aims to increase the number of economic immigrants coming to the country while cutting temporary migration, largely through a dramatic reduction in student visas. The new levels plan cuts in half the planned number of student visas for the next three years, bringing it down to 155,000 in 2026 from about 306,000 in the previous year’s plan. The government plans to issue about 150,000 student visas annually in both 2027 and 2028.

CBC News — Government dialling back number of temporary residents it allows into Canada

The federal government is significantly reducing the number of temporary residents it allows into Canada over the next few years. Canada will aim to admit only 385,000 temporary residents next year — about 43 per cent less than the 2025 target — and 370,000 in the following two years, according to numbers in Tuesday’s budget. The target for 2026 is down by about a quarter compared to the immigration plan released last year, which had said Canada would welcome more than 516,000 temporary residents. The new targets suggest the government is shifting its focus to temporary residents as it attempts to reduce the number of immigrants Canada welcomes.

The Liberal party has restored some Canadians’ confidence in its ability to manage immigration, though a majority still believe the Conservatives are better equipped to fix the beleaguered system, according to a new poll. A year after implementing some seismic policy changes to reduce immigration intakes, the Liberals are closing the gap with the opposition Conservatives in public perception of their ability to handle a system what many view as “broken,” said the Abacus Data survey, published on the eve of the release of Ottawa’s 2026-28 immigration levels plan on Tuesday.

Reuters — Fearing fraud, Canada rejects most Indian study permit applicants

Canada’s clampdown on international students has hit applicants from India particularly hard, government data shows, as what was once a preferred destination loses its allure for Indian students. Canada lowered the number of international student permits it issues for the second year in a row in early 2025 as part of a broader effort to reduce the number of temporary migrants and address fraud related to student visas. About 74% of Indian applications for permits to study at Canadian post-secondary institutions in August – the most recent month available – were rejected, compared to about 32% in August 2023, according to immigration department data provided to Reuters.
