International students in Toronto will be adversely affected by an impending federal rule that says they will be able to work up to 24 hours a week off-campus when school is in session, students and advocates say. The new rule is expected to take effect this month, according to the federal government. Immigration Minister Marc Miller has said the new cap will ensure that international students can focus on their studies, while having the option to work. During the COVID-19 pandemic, the Liberal government temporarily waived the 20-hour cap on work hours for international students to ease labour shortages, but that waiver expired April 30.

Lancée par Aloysius Anyichie, professeur à l’Université de Brandon, l’initiative veut surtout aider les étudiants visés à réussir dans les professions qu’ils ont choisies d’exercer au Canada grâce à un bon accompagnement. Dans son approche, elle offre à sa clientèle les clés de compréhension de l’enseignement postsecondaire, tout en créant un réseau transnational d’étudiants et de mentor.

Le changement de cap du gouvernement fédéral sur l’immigration temporaire a lancé un vif débat sur les façons de régler les pénuries de main-d’œuvre. Le premier ministre Justin Trudeau a annoncé lundi que le gouvernement fédéral resserrerait les règles et durcirait les critères d’admissibilité afin de réduire le nombre de travailleurs étrangers temporaires au pays. Il a incité les entreprises à engager et à former des travailleurs canadiens. La pandémie et le manque de main-d’œuvre qu’elle a provoqué avaient amené le gouvernement à se montrer plus souple sur l’entrée au pays de travailleurs étrangers temporaires.
CBC News – Feds end exemption allowing visitors to apply for work permits from within Canada
The Liberal government is putting a stop to an immigration exemption that allows visitors to apply for work permits from within Canada. Immigration, Refugees and Citizenship Canada (IRCC) introduced the policy during the pandemic for visitors who couldn’t leave Canada due to COVID-19-related travel restrictions. IRCC said that the exemption was eliminated Aug. 28 as part of the federal government’s efforts to cut down on the number of temporary residents in order to “preserve the integrity of the immigration system.” The Liberal government said “bad actors” had been using the exemption to trick foreign nationals into working in Canada without authorization. Applications submitted before Aug. 28 will continue to be processed, IRCC said in a statement.
CTV News – International student enrolment dropping below federal cap, Universities Canada warns
As university students head back to campuses across Canada this school year, fewer international students will be among them, but the dip in enrolment is deeper than the federal government had designed. According to Universities Canada, enrolment from outside of Canada has dropped below the federally imposed cap on student visas imposed earlier this year. In January, the Liberal government imposed limits on post-graduate work permits and announced a two-year cap(opens in a new tab) on the number of international student applications it would approve. This year, the target was set at 364,000 undergraduate study permits, a 35 per cent decrease from the nearly 560,000 permits issued in 2023.
Radio-Canada – Les étudiants étrangers de plus en plus nombreux à l’Université Laval
Le nombre d’étudiants étrangers à l’Université Laval a connu une hausse de 41 % entre 2019 et 2023. À titre comparatif, la population étudiante générale a crû de 11 % pendant la même période. Les étudiants étrangers se tournent majoritairement vers les programmes d’études supérieures. Le phénomène est tel que 52 % des étudiants inscrits au troisième cycle à l’Université Laval sont des étudiants étrangers. C’est le cas de Briscia Anaid Tinoco Mar, une étudiante mexicaine qui fait son doctorat en nutrition.
