I paid them all the money I had.” Ntagemgwa is one of hundreds of refugees who have fallen prey to the Canada Revenue Agency (CRA) scam, an insidious form of extortion that authorities say is now targeting some of Canada’s most vulnerable people. Refugees and other newcomers are at a higher risk of falling for scams because they struggle with precarious immigration status, language barriers and a lack of experience with Canadian law and government agencies.

The investigation revealed that immigration advisers have counselled clients to do things such as change their name, shift funds to accounts in the Caribbean and not declare them to tax authorities or immigration agents. The revelations pose troubling questions for the Quebec Immigrant Investor Program (QIIP), a special immigration track under which foreigners with at least $2 million in assets can get Canadian residency for themselves and their family if they agree to loan $1.2 million to the Quebec government.

When Maxime Bernier quit the Conservatives to strike out on his own, he vowed his new party would tackle, among other things, “extreme multiculturalism.” Bernier sat down in studio this week with As It Happens host Carol Off to discuss his plan to create the People’s Party of Canada, which he says rejects Prime Minister Justin Trudeau’s mantra that “diversity is our strength.” “A person that wants to come to our country must share our Canadian values,” said Bernier.
The 47-year-old failed refugee claimant was arrested by the Canada Border Services Agency on Feb. 23, 2013. He was jailed indefinitely because immigration authorities believed he would not show up for his deportation if it was ever arranged. In the end, the CBSA conceded what Toure’s lawyers had argued for years — that they could not deport him. Nothing about the case, other than the length of time Toure has spent behind bars, has substantially changed over the past few years.
